Share The Western Ghats are the forested hill range running parallel to the Arabian panel, High Level Working Group (HLWG) led by Planning Commission member and astrophysicist Krishnaswamy Kasturirangan to examine the Gadgil report. The Western Ghats are naturally an important focus of sustainable development efforts. The report embodies among other things (i) categorization of the Western Ghats into three Biodiversity Management Committee.
Now there are many leakages and there is a water shortage. All the rivers are running dry now. And wherever there is water, it is highly polluted.
The Western Ghats needs high attention in the sustainability aspect of whole India and especially South India. Gadgil Committee Recommendations: Gadgil committee had eminent ecologists and their report too reflected that. ESZ-1 being of high priority, almost all developmental activities mining, thermal power plants etc were restricted in it.
Gadgil Committee report specifies that the present system of governance of the environment should be changed. It asked for a bottom to top approach right from Gram sabhas rather than a top to bottom approach. It also asked for decentralization and more powers to local authorities. Criticisms of Madhav Gadgil Report The major criticism faced by Gadgil Committee report was that it was more environment-friendly and not in tune with the ground realities.
Recommendations were cited as impractical to implement. Gadgil report has asked for a complete eco-sensitive cover for the Western Ghats which hamper different states on energy and development fronts.
There was a criticism against the constitution of a new body called WGEA. States insist that protection can be given under existing laws. Gadgil report is against dams in the Western Ghats, which is a crucial blow on the ailing power sector. Considering the growing energy needs of India, critics argue that this recommendation cannot be taken. When the Gadgil Committee report was first made public, there were a lot of protests against it from the sand mining and quarrying lobbies in Goa.
Many mafias created fear among farmers in Kerala that the Gadgil report is against them, and that they will lose livelihood if its recommendations are implemented. Darker side and Hidden Agenda Ministry of environment and forests kept the Gadgil report in safe custody for eight months with them.
It was not available for public discussion as expected by Gadgil committee members. People asked for a copy, but the ministry said it could not be given. Then the matter is taken to the Delhi high court and only when the court passed an order, the ministry released the report!
The court ordered that all the reports should be put on websites. The problem was that most people had not read it. Who bothers to read a page report, that too in English, uh! So, the mining lobby took advantage of this aspect and misled the people. They convinced the people against the report in their favour. The lobby told the people that the report was against farmers and they would have to leave the area.
People got really worried. And it is in this background that another committee was appointed to study Gadgil Report, review and suggest measures for implementation.
A complete ban on mining, quarrying and sand mining in ESA. Current mining areas in the ESA should be phased out within the next five years, or at the time of expiry of mining lease, whichever is earlier. Kasturirangan report on the Western Ghats has made several pro-farmer recommendations, including the exclusion of inhabited regions and plantations from the purview of ecologically sensitive areas ESAs.
The Kasturirangan report had said villages fall under the ESA purview. Additional safeguard for forest diversion in ESA should be introduced. In cases of forest clearance required in ESA, all information of the project, from application stage to approval should be placed in the public domain on the website of MoEF and of the forest department of the respective States. HLWG recommends a framework for governance and regulation of ESA, which draws on current regulatory institutions for decision-making, but simultaneously, strengthens the data monitoring systems and the participation and involvement of local communities in decision-making.
Existing regulatory institutions and processes for environment and forest clearances and project monitoring would need to be greatly strengthened for the governance framework to be enforced and monitored effectively. The villages falling under ESA will be involved in decision making on the future projects.
All projects will require prior-informed consent and no- objection from the Gram Sabha of the village. The provision for prior informed consent under the Forest Rights Act will also be strictly enforced.
The State Governments should also ensure consultation with local communities while planning for protection of wildlife corridors. State Governments should immediately put in place structures for effective enforcement of development restrictions and ensuring sustainable development in ESA. HLWG recognizes that the Western Ghats even in those areas categorized as natural landscapes, is inhabited.
It is not wilderness area, but the habitat of its people, who share the landscape with biological diversity. Conversely, the cultural landscape is also biologically rich and the economic growth of the entire region comes from its natural endowment of water, forests and biodiversity.
The financial arrangement should be of the nature of a debt for nature swap. This is a mechanism whereby part of the outstanding debt of a State is swapped for new constructive initiatives by it to protect its natural resources. A part of these payments be retained by the State Governments and a part be used to finance local conservation trust funds as in several countries , which disburse grants to community projects for improving forest productivity and ensuring sustainable forest based livelihoods in ESAs.
In addition, the 14 th Finance Commission should consider substantially increasing the fund allotted to States by the 13 th Finance Commission for forest and environmental conservation.
HLWG also recommends that individual State Governments pursue such initiatives which may create possibilities for a dialogue on this issue between municipalities and relevant Panchayats within their States.
HLWG recommends considering extending Entry 20 Economic Planning in the Concurrent List, and introduce an appropriate new entry, say 20A, suitably titled, to ensure that developmental projects and activities are undertaken within an overarching environmental and ecological framework. This fund will be used to promote programmes specifically designed to implement an effective ESA regime and incentivize green growth in the region.
The 14 Finance Commission should consider options for ecosystem and other service payments in the Western Ghats as well as allocation of funds to ESA areas. It should also consider how these funds for environmental management would be made available directly to local communities who live in and around Western Ghats ESA. The EPI could be used to devolve funds to the States.
ESA should get plus payments which should be paid directly to the village community. The strategy evolved for the continuation of the Western Ghats Development Programme, in the 12 Plan centres around, besides watershed based development, fragility of the habitat, and development needs of the people i.
Forest management for inclusive development should require policies to integrate forest accounts, including measurement of the tangible and intangible benefits into State and National economic assessments and policies to improve productivity of forests for economic benefits for local communities. Due to these confusions between these two reports provided here are really suffered by people like me who stays in these said ESA. The people who stays in those areas are directly feared of their livelihood. Population density of certain states are high. People have better living right than animals. Gadgil and Kasturi should consider these facts. Even all species have same living rights like us so please coaprate to conserve our last bit of our breathing land rather than opposing it……..
The reports were inadequate. Environmentalists want their domain to be predominant while politicians and industry voice diametrically opposite view. Ground realities are dismal and the hills are slowly becoming unlivable. In another decade or so, Western Ghats are going to be devoid of forests and water and that will deprive the entire population of their livelihood. Since it is type of slow death, nobody will realise it.
Not only by implementing the reports but also floods that they loss his lives. The need of the hour is protection of ecologically sensitive areas from the mafias, i think these report will not effect the livelihoods especially gadgil report, but what the govt did that, instead of giving clarity about awareness and importance to the implementation of these reports govt.
